The real answer isn't "September or October." It's "a bit ahead of your own country's flu peak, but not too far ahead." US guidance says finish by the end of October. Japan's guidance says mid-December. They land on different months because their flu seasons peak at different times, and both countries' own health authorities admit, in writing, that the timing shifts every year. A recommended month is a best estimate, not a guarantee.
