Youth isolation

Two countries gave the same condition different names and counted it differently, and the counting decided the institutions. Japan estimates hikikomori as a state that can affect anyone aged 15 to 64: about 1.46 million people. Korea counts isolated and reclusive youth aged 19 to 39, distinguishing the two. Japan built a network of regional counseling desks; Korea built a dedicated youth agency whose case managers travel to the person.
